The major difference between butterscotch and caramel has to do with sugar.  Butterscotch is made with brown sugar and caramel is made with white sugar.  Butterscotch is also made with butter while caramel is made with heavy cream.  Butter is essentially just heavy cream that has gone through some extra processing.
